Openness in Government BIPC actively supports and protects the public's right to know. Scholarships BIPC awards up to $3,000 in scholarships annually. (Click ® Scholarships.) Lava Tube/Torch of Light Awards BIPC gives "Lava Tube" awards to individuals or agencies who do the most to oppose openness in government. We also award "Torch of Light" awards to those who go beyond the call of duty to promote the people's right to know. (Click ® Lava Tube Awards.) Social Activities January - Annual dinner and presentation of officers with featured speaker. July - Scholarship dinner with featured speaker. December - Christmas party. Occasional fundraising events and additional speaker forums.   Gleanings Gleanings is the Press Club's newsletter.
